Russia: Weekly Report (29.01–04.02)

This report describes the key events significantly influencing Russia’s political, economic, and social processes.

Assessing the past week’s results, we identify the following trends:

  • Russia is beginning to receive the first benefits from its chairmanship in international organisations such as the CIS and BRICS. Several of Sergei Lavrov’s meetings at the diplomatic level demonstrate that other members of the organisations quite positively perceive the anti-Western agenda. At present, it is too early to talk about the full readiness of the Global South to enter into open confrontation with the West. Many economic and political factors still keep a number of states from making harsh statements and demonstrating positions. However, specific trends are becoming more and more pronounced.
  • The meeting between Vladimir Putin and Alexander Lukashenko was not easy. By the end of 2023, there was a certain tension in relations between Russia and Belarus. Several sources reported that Lukashenko had established additional contacts with the West. Washington has reduced funding for the Belarusian opposition. Against this background, it was important for Putin to “synchronise watches” with Lukashenko and get him to confirm the invariability of Belarus’ course towards strengthening a single Union State.
  • On the eve of the presidential elections, Putin is paying more and more attention to regional politics. Over the past month, the Russian president managed to visit the Far East, Kaliningrad (the westernmost region of Russia), and several other regions. According to available data, his visit to several equally difficult regions is expected shortly. First of all, we are talking about the Caucasus. Judging by the meeting held on the development of new regions (temporarily occupied territories of Ukraine) and the “colourful report” of relevant ministers on the rapid pace of restoration, on the eve of the elections, Putin plans to once again visit the occupied territories. He may appear in the combat zone soon.

This report highlights the following most relevant for Russia matters, which occurred during 29 January – 4 February:

  1. Meeting of the Supreme State Council of the Union State;
  2. Meeting of Vladimir Putin with the Governor of St. Petersburg, Alexander Beglov;
  3. Meeting on the socio-economic development of “new regions of Russia”;
  4. Meeting of Vladimir Putin with Patriarch Kirill;
  5. Speech by Sergei Lavrov during the meeting of Sherpas/Sous-Sherpas of the BRICS countries;
  6. Meeting of Sergei Lavrov with the CIS member states ambassadors.
